Guam Veterans Affairs Office's mission is to provide veterans the world-class benefits and services they have earned, and to do so by adhering to the highest standards of compassion, commitment, excellence, professionalism, integrity, accountability, and stewardship.

The Guam Veterans Affairs Office administers three (3) major programs and other veterans’ functions: The agency coordinates veterans’ affairs programs in the Territory, offers informational and advisory services to all veterans, active duty personnel and their dependents and assists in presenting claims against the United States on their entitlements under federal laws.
 
Counseling: The Office of Veterans Affairs assists veterans and their families in establishment of all claims and entitlements which covered under Combined Federal Regulations (CFR) Title 38, United States Code for veterans’ benefits.
 
Home/Hospital Visits: Home and/or hospital visits are made to those veterans or family members who are incapacitated and are unable to come in to the office for assistance.
 
Health Services: All veterans with income of less than $30,000 are eligible for health services under VA care. With proper processing of the required forms will eliminate this veteran from the public assistance programs. The Office of Veterans Affairs will continue our results-driven efforts to increase veterans’ access to benefits and end veterans’ homelessness. Our office has addressed disabling health care issues and as a result, the VA has now extended health care using the southern and northern clinics to assist with the back-log of the Community Based Out-patient Clinic in Agana Heights. The office’s goal and objectives will focus in improving our ability to partner and work with those who provide benefits, services and resources to veterans through improved collaboration, business practice and outreach programs. We will strive to earn the trust and confidence of our veterans as their advocate in a continuing effort in the processing of their claims.


Burial Benefits: Burial at the Guam Veterans Cemetery for all veterans and their eligible dependents (i.e., spouse, minor children under the age of 21 or under 23 years of age if a full-time student at an approved educational institution. Unmarried adult children who become physically and mentally disabled and incapable of self-support before age 21, or age 23 if a full-time student, also are eligible for burial. Certain Eligible Parents: A new Federal law passed in 2010 (Public Law 111-275) extends burial benefits to certain parents of service-members who die as a result of hostile activity or from combat training-related injuries who is buried in a gravesite with available space. The biological or adopted parents of a service-member who dies in combat or while performing training in preparation for a combat mission, leaving no surviving spouse or dependent child is also eligible.

The average monthly burials for veterans and dependents is eleven (11). The agency coordinates all burials for veterans with the notification of the respective branch of service for military honors on all veterans. After each burial, proper forms are then submitted for head-markers. Attendance of a staff member of the Office of Veterans Affairs is mandatory to ensure that the required military honors are rendered appropriately and to answer any questions from families.
 
With the completion of the grant award for the expansion and renovation of the Guam Veterans Cemetery, burial grounds and columbariums extended the life of the cemetery for another twenty (20) years.
