Homeslessness Prevention & Rapid Re-Housing:

Homelessness Prevention - to provide short-term assistance to prevent the household from becoming homeless.
Rapid Re-Housing - to provide assistance as necessary to help households living in shelters or in places not ment from human habitation to move into permanent housing and achieve stability in tha housing.

Eligibility Criteria

  • Applicant does not have the financial resources to obtain housing or remain in their existing housing.
  • Applicant does not have the support network to prevent them from homelessness.
  • The applicant will be evicted in 14 days from current housing OR at-risk of eviction due to utility disconnection.
  • Household experienced financial hardship that caused a reduction of income.
  • Applicant moved 2+ times within the past 60-days due to economic hardship (preceding the date of application for assistance).
  • Applicant is exiting a publicly funded institution OR systems of care.Applicant must be a resident of Guam for six months.
  • Household lacks a fixed, regular, and nighttime residence
  • Applicant is exiting an emergency shelter OR exiting a transitional housing program.
  • Applicant sleeping in a place not meant for human habitation.
  • Applicant stayed in an institution for 90 days or less but was homeless prior to entry.
  • Applicant will lose primary nighttime residence within 14 days and has no other housing options
    or networks to prevent becoming homeless.
  • Unaccompanied youth (under 25 years of age) or families with children and youth who: have not had a lease or occupancy agreement within the last 60 days, have experienced 2 or more moves within the last 60 days, and can be expected to continue in this status for an extended period of time.
  • Attempting to flee domestic violence, dating violence, sexual assault, stalking, or other dangerous or life-threatening conditions.
Required Documents for All Applications
  1. Homelessness Prevention or Rapid Re-Housing supportive documents (i.e. eviction notice, homeless certification, proof of reduction in income, etc.)
  2. Valid photo I.D. for all adult household members.
  3. Birth certificates and Social Security Cards for all household members.
  4. Proof of citizenship: permanent alien, naturalization document, etc.
  5. Mayor’s verification.
  6. Two most recent consecutive bank statements
  7. Proof of income: verification of employment, child support, social security, SNAP, welfare, etc.
Rental Assistance
  1. Emergency Shelter Grant Rental Payment Request Form
  2. Current lease agreement (and past, if applicable)
  3. Copy of landlord’s current business license
  4. Copy of Tenant Payment History/Ledger
Utility Assistance
  1. ESG Utility Payment Request Form
  2. Utility disconnection notices and GPA/GWA account summaries
  3. Current lease agreement and landlord’s business license
